Jefferson McCloud, Healthcare Product Executive
Payer economics, agentic AI, and behavior change in regulated healthcare.
Healthcare product executive operating at chief product officer scope. I build and scale product and design organizations that turn payer economics, behavioral science, and agentic AI into measurable health outcomes.
About
I have spent 18+ years at the intersection of product leadership, payer economics, and regulated healthcare.
At Highmark Health I led the digital experience and design organization serving 6 million members, building the team from 8 to 45 people. Our redesign of the member portal and digital care experiences drove a 32-point NPS increase, 30% engagement growth, and 17% task success improvement, and enabled a $2M vendor replacement delivered three months early.
Earlier, at MITRE, I led design and front-end development for popHealth, deploying automated clinical quality measure reporting across the VA's 8 million enrolled veterans. That work required a Top Secret clearance.
Today I am the founder of Targa Health, incubating Morgen Health, a personal digital twin for care navigation that simulates care plans and guides each person to the path most likely to work for their life. I own product, PMPM and SaaS pricing, and commercialization end to end.
Along the way: nine FDA-cleared digital health products across respiratory, neurology, and women's health, including the first FDA de novo cleared connected respiratory therapeutic, and a MedTech design practice scaled to $3M ARR.
